October 25th, 2012 Planning Board Meeting Minutes
Members Present: Maggie Leonard;co-chair, Bridget Krans, Larry Klein, Alan Salamon, Stephen Enoch; co-chair and Roger Tryon
Public Present: Steve Nelson (independent solar contractor) Rob Hoogs or Foresight Land Services
Meeting called to order at 7:06
  • Steve Nelson was invited to the meeting by Larry Klein to answer some general questions the board had regarding Solar panels. This included the size, how much energy is produced, safety issues and other regulations the board has been discussing while writing the new solar bylaw. Mr. Nelson provided some great information that the board will keep in mind as it continues the process of writing the bylaw.
  • Mr. Hoogs, who is a resident of Monterey and has worked with various towns to write and rewrite bylaws came to share, some of his expertise in the area of planning. Mr. Hoogs shed some light on how much land may be needed for home use versus commercial. He also expressed his opinion on how the board should define commercial vs. personal solar arrays. Mr. Hoogs also volunteered to look at the board’s rough draft prior to the final copies being made.
  • Solar Bylaw: The board continued the discussion regarding the solar bylaw. The board discussed fencing around solar structures as well as setback requirements. The board discussed how to proceed with a principle use vs. accessory use.  The board is also going to continue the discussion on commercial use.  The board is going to start to map out a timeline for the public hearing as well as putting numbers that have been discussed into the rough draft. The board discussed the 2nd week of January as a deadline for the draft.
  • Previous meeting minutes: September 27th were accepted as written. October 11th minutes were accepted as written.
  • Meeting minutes: The board suggested Bridget try more brief and bulleted minutes. However Enoch would like there to be detail when minutes are taken for the public meeting.
  • Open Mail: Highland Communities initiative.
